President Signs Family-Friendly OrderPresident Clinton recently signed an executive order banning discrimination in the federal workplace against employees with children. The order, No. 11478, Equal Employment Opportunity In Federal Government," bars discrimination against parents in all aspects of employment, including recruitment, referral, hiring, promotions, discharge, and training. It also prohibits employers in the Executive Branch from acting on assumptions that parents, or those with parental responsibilities, cannot satisfy the requirements of a particular position. The order would not interfere with an employer's ability to select workers; it would simply ensure that workers are not discriminated against simply because they are parents. The U.S. Congress was reluctant to pass mirror legislation due to opposition from the business industry. Some experts have concerns that Clinton's order could create frivolous lawsuits.
