President Signs Family-Friendly Order

President Clinton recently signed an executive order banning discrimination in the federal workplace against employees with children.

The order, No. 11478, Equal Employment Opportunity In Federal Government," bars discrimination against parents in all aspects of employment, including recruitment, referral, hiring, promotions, discharge, and training. It also prohibits employers in the Executive Branch from acting on assumptions that parents, or those with parental responsibilities, cannot satisfy the requirements of a particular position.

The order would not interfere with an employer's ability to select workers; it would simply ensure that workers are not discriminated against simply because they are parents.

The U.S. Congress was reluctant to pass mirror legislation due to opposition from the business industry. Some experts have concerns that Clinton's order could create frivolous lawsuits.

For a copy of the order, visit the White House.

What It Takes To Be a Remarkable Mom

With Mother's Day only a few days away, the Whirlpool Corporation has found out what it takes to be a remarkable mom.

In a just-released survey, the findings of more than 1,000 moms include:

  • More Moments in Time — When asked what they need most as a mother, the top answer of mom surveyed is a need for more time in the day.
  • Provide Helping Hands — If moms could have the family help out with one major chore, the greatest number of those surveyed would choose help in cleaning the house.
  • Family Values — Moms give many gifts to their families throughout the year. However, do they feel truly cherished for all they offer? The answer is, yes! Almost 63 percent of mothers feel appreciated by their families.

Support for Children's Health Research Bill

The March of Dimes recently urged Congress to support the "Children's Health Research and Prevention Amendments of 2000," legislation that bolsters the national commitment to improving the health of mothers, infants and children.

The bill, H.R. 3301, was introduced last year by a bipartisan group of lawmakers. Several key provisions include:

  • Promote folic acid as a birth defects prevention opportunity, a prevention strategy that prevents up to 70 percent of serious birth defects of the brain and spine known as neural tube defects.
  • Establish a National Center for Birth Defects and Developmental Disabilities at the CDC.
  • Authorize the "Pediatric Research Initiative" to increase funding for pediatric biomedical research at NIH.
  • Improve data on maternal complications from pregnancy, contained in the "Safe Motherhood Monitoring and Prevention Research" provision.

For more information on the bill's provisions, call the March of Dimes Office of Government Affairs at 202-659-1800 or visit the Thomas Legislative Information for a copy of the bill. Type in H.R. 3301 in the "Bill Number" form.
